Issue Summary

It's not possible to create new issue security levels inside an issue security scheme.

Steps to Reproduce

1. Go to Jira Settings > Issues;
2. Under ISSUES ATTRIBUTES, select Issue Security Schemes;
3. Create an issue security scheme or select an existing one;

Expected Results

Users should have the possibility to create a new level.

Actual Results

There isn't a button to create a new one.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
