New Issue Rank to Top

      Currently, newly created issues on a board sorted by Rank are automatically ranked at the bottom of the Backlog. 

      I suggest the ability for users to choose to rank newly created issues to the top of the Backlog. 

      This will allow users to now need to scroll down through a large backlog to appropriately organize something that is top of mind, and may be a top priority. 

      One idea could be to enable to "Rank by DESC" option, that would still allow drag-and-drop, but change the topmost issue to the most recently created issue.
