Show "Browser" notifications for watched issues even if notifications are disabled

      Problem

      When we disable notifications on our profile, it disables email notifications and also notifications on the "Watching" tab on the sidebar.

      Suggestion

      Show notifications on the Watching tab even if the email notifications are disabled.
