Restore "GET /rest/api/3/customField/{fieldId}/option" for jira users

      Issue Summary

      Currently, it's not possible to get the options for a custom field without having Jira Administer permission.

      Steps to Reproduce

      • Use the endpoint Get options for field without having Jira Administer permission.

      Expected Results

      Users without Jira Administer permission can see the results.

      Actual Results

      Only users with Jira Administer permission can see the results.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
