Issue Summary

In New Issue View "Edit Own Worklog" permission is working only when the user has "Edit All Worklog" and "Work On Issue" permission

Steps to Reproduce

1. Remove "Edit All Worklog" permission 
2. Provide "Edit Own Worklog" permission to the user.
   Go back to the ticket.
   User will not be able to "Edit own Worklog"

Expected Results

1. Having "Edit Own Worklog", the user should be able to edit own worklog in New Issue View.

Actual Results

1. Having "Edit Own Worklog", the user cannot edit own worklog in New Issue View.

Workaround

Use Old Issue View.
