Issue Summary

When you remove a user who created a project there is no way to modify the default assignee in next gen. This is only a problem if allow unassigned issues is turned off.

Steps to Reproduce

1. Turn off 'allow unassigned issues' in global configuration
2. Have another user create a next gen project with themselves as the lead
3. Check that inline create works as expected on backlog
4. Remove that user from the site / jira instance
5. Attempt to inline create on backlog or roadmap, this should fail

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
