Issue Summary

Importing attachments via CSV is adding broken attachments links for the new Jira issue view.
The attachments are being successfully imported and they are rendering as expected for the old Jira issue view, however, for the new Jira issue view, it is showing a thumbnail with the messages "Failed to load" and "Retry".

Steps to Reproduce

1. Import attachments via CSV

Expected Results

The imported attachments will be displayed in the new Jira issue view.

Actual Results

The imported attachments are not displayed in the new Jira issue view, they are showing a thumbnail with the messages "Failed to load" and "Retry".
