URL fields only work for users with permission to Edit issues in the new issue view

      If you don't have permission to edit an issue, clicking on a URL (in a URL type field) does nothing.

      Steps to reproduce:

      1. Create a URL type custom field;
      2. Add this field to view/edit issue screens;
      3. Insert a value (URL);
      4. Access an issue with an account that doesn't have the 'Edit issue' permission and click on the URL.

      Expected results:
      The URL will open in a new tab.

      Actual results:
      Nothing happens.

      Notes:
      You can get the same result if you add this field to the View issue screen but not to the Edit issue screen.
