Issue Summary

When using the "Time Since Chart" on a dashboard, the correspondent week number for a period of created issues is shifted by one day, consequently shifting the week number as well.

Steps to Reproduce

1. Create a Dashboard and add the "Time Since Chart" in it;
2. However the mouse over the bar of one of the created issues and observe the value of the week;
3. Click on it and observe the JQL that appears on the Issue Navigator;

Expected Results

The week number and the days for that week should be correct.

Actual Results

The week number and the days on that week are incorrect.

According to https://www.epochconverter.com/weeks/2019, week number 47 should be between 2019-11-18 and 2019-11-24, and not 2019-11-17 and 2019-11-23.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
