It's not possible to clear user picker field value if using the old issue view

Steps to Reproduce

1. Ensure there is a user picker field with a value/name already populated
2. Try to delete the name/value of the field

Expected Results

The name field will clear

Actual Results

It just reverts to the original person whose name was in that field.

Workaround

Typing a dummy name you will see a message saying that's an invalid value/name, but if forcing the dummy name, the field will clear.

OR

Switch to the new Issue view where the field can be cleared.
