Allow administrators to manage filter subscriptions

    Description

      As an administrator, I need to be able to manage the filter subscriptions from other users, or, at least, be able to delete the filter subscription.

      The main reason for that is because when a user is no longer part of the instance (no longer has access), the filter subscription cannot be deleted and only creating a new filter will delete that subscription.

      For the management perspective, it is not ideal since we don't have a way to know if the filter has a subscription or not or to who it is reporting the issues from the filter and, if the user leaves the company and no longer has access, makes impossible to change the owner or delete the subscription.

      This is also time-consuming to recreate filters when we have a high number of filters with filter subscriptions to simply delete the filter subscriptions.
