Issue Summary

When adding an image to a comment, if the save button is clicked multiple times before the upload is complete, multiple comments are added

Steps to Reproduce

1. Step 1: upload an image inside a comment in the new issue view
2. Step 2: click "save" multiple times before the file has been completely uploaded

Expected Results

Only one comment is posted

Actual Results

Multiple comments are posted

Workaround

Wait for the file to be completely uploaded before clicking the "Save" button
