Issue Summary

In Brazil, we won't have daylight saving in 2019 and it may impact our products.

On October 20, our timezone in Brazil would change to GMT -2, but in 2019 it won't happen, so the timezone in Jira and Confluence may change and affect Due Dates, SLAs, Team calendar among other things.

Steps to Reproduce

Any field tied to a timezone change will be affected.
It may also affect SLA for Service Desk issues.

Expected Results

On October 20, it should keep GMT -3 for Sao Paulo's timezone.

Actual Results

It will show the wrong information because the timezone will be GMT -2.

Workaround

Change the timezone manually to GMT -3 using another country's timezone, like Recife or Argentina (Buenos Aires).
