Summary

Restricting a custom field to an issue type, but leaving the project context to "Global context" causes the field to not be selectable via Issue Naviagator.

Steps to Reproduce

1. Edit a custom field context
2. Restrict the issue type context to an issue type(or multiple issue types)
   
3. Leave the project context on "Global context"
4. Go to Issue Navigator, filter by an appropriate issue type and try to filter by that custom field - ensure that "Project" filter is set to "All"

Expected Results

• The custom field is selectable
• The custom field should be selectable if the custom field context allows the field to be searchable on all projects

Actual Results

• The custom field can't be selected due to the message: "<custom_field_name> is not applicable for the current project and/or issue type."
  

Workaround

• Clear the issue type field context entirely
