Disabling Time tracking in global settings also disables it on Next-gen Projects

      Summary

      When disabling Time tracking in the global settings, it is clearly noted that "Time tracking for next-gen projects is always enabled" when this is not correct and disabling the Time Tracking disables it for both Next-gen and Classic Projects.

      Steps to Reproduce

      1. Head to the Time tracking settings and disable it by switching the toggle off
      2. Attempt to log time on a Next-gen Issue

      Expected Results

      As indicated in the message, Next-gen Projects should be unaffected by this and still be able to log time.

      Actual Results

      Time tracking is disabled everywhere including Next-gen thus being unable to log time.

      Workaround

      No workaround besides re-enabling Time tracking to be allowed to log work on Next-gen Issues. If the goal is to restrict time tracking for Classic Projects, this can be done through the Permissions Scheme.
