In webPanels module, please provide 'atl. general' OR something similar which can be available across all pages

      In Confluence Cloud, Atlassian provides atl.general web panel location which we are using for displaying Banner Type announcements. It would be nice if atl.general OR something similar is provided for Jira as well.
