In the new editor for issue comments, when users try to upload a file to comments the Save button is enabled even before the file upload is complete.

In the old issue view:
When a user tries to save comments before the file is completely uploaded, a render message is shown to users that file is not uploaded.

In the new issue view:
Save button is enabled even before the file upload is complete and when users try to click on save nothing happens (because the file upload is in progress).

It would be good to have comments Save button disabled until the file upload is complete so that users get to know that file upload is still in progress and will try to save comments post file upload is completed.
