Date picker select calendar icon does not appear in IE on the create form

Steps to Reproduce

Create a new issue and try to use the date picker calendar icon to select a date

Expected Results

The calendar will open and the user will be able to select a date

Actual Results

The calendar icon is not appearing on the screen

Workaround

Use a different browser (like the Chrome) or click on the screen where the calendar should be appearing
