Description
At this moment, the notification panel only notifies the user from the issues that he's watching and for the mentions to its user on tickets (Direct messages).
It would be useful if the user could customize the notifications of this panel as it does on the notification schemes for the projects. For example, be able to get notifications when an issue is created and he's not yet involved in it.
This is important since some users prefer to follow the updates through the Jira screen, instead of to be following notifications on another screen (Like email or Slack channel).
