As an Admin I want a way to compare user changes after an import

      Problem Definition

      With the introduction of the 'Merge user data' option with Jira site restores, there needs to be a way for admins to easily see what changes occurred from a site restore using the merge option.

      Suggested Solution

      Provide summaries of what users will be added, and what groups/site-access have been added

      Workaround

      Export users and groups to CSV files for comparison after imports are completed
