Comment with Formatted Attachment fails to be added

Issue Summary

When adding comments that contain attachments in the new issue view, the comment will fail to be added if the attachment is formatted.

Environment

This only happens in the new issue view.

Steps to Reproduce

1. Open an issue
2. Add a formatted comment
3. Add an attachment (either by dragging and dropping or by the attachment button) to a formatted section
4. Save comment

Expected Results

Comment is saved

Actual Results

We couldn't save your comment error is returned:

Workaround

The comment does not fail to be added if the attachment is added outside a "formatted area"
