Intermittently getting PSQL_TOO_MANY_CONNECTIONS from PUT rest/api/2/issue/{id} endpoint with HTTP status 405

Issue Summary

Intermittently getting HTTP status 405 for Edit issue REST API with an error saying "PSQL_TOO_MANY_CONNECTIONS".

Steps to Reproduce

1. Edit an issue by calling Edit issue REST API

Expected Results

Successful response with status 204

Actual Results

HTTP status 405.

Notes

• Intermittently happens
• Looks related with JRACLOUD-71836 and JRACLOUD-70291 but with a different HTTP status code

Workaround

Currently, there is no known workaround for this behavior aside from doing a retry.
