Make the toolbar scroll with you as you scroll down a long ticket description. In the old view, this was all in the small textbox (with a scrollbar) so the toolbar for formatting was always within reach. In the new view descriptions can get very long (which I like!) but the toolbar stays at the top. On our very long issues, this makes it nearly impossible to use the visual editor.

Here's the video you requested. As you can see, the editing toolbar does not remain pinned as the user scrolls through a lengthy description field.
@Liron We can't see this solution in our Jira instance either. Any ideas how to solve?
Where is this fixed since I can can't see the toolbar for formating the description when creating an issue? I do see it after I've created the issue, when I try to edit the description.

This function would be greate, in Jira server version we had this function, and we are migrating to cloud, users are anoying about this missing feature.
Can we get an update on what "ASAP" means? It's been a week now and the rest of us 50% are still waiting for this to be implemented.
This has been fixed. We are out to ~50% of customers at this point and had to pause rollout due to an incident in another part of the code. We will continue rolling out ASAP!
Yes, please fix it. It is very annoying to work with long comments and change text formatting. I always need to scroll up.
This is an obvious reduction in good functionality, I know this kind of implementation can be hard, but you had it before, you should expect push-back when you make things worse.
We are also quite annoyed by this, as we have most often mobile phone portrait mode screenshots, and they quickly use up screen space and require scrolling.
Please fix these things of the "new" view, that where working well with the old one but arent anymore with the new one 
@Jira, please improve this. This has been requested since more than 2 years, is Atlassian caring about their users?
@Jira Please return the Old View sticky app bar as it is very useful when writing stories especially long ones. Thank you, sincerely a lot of PM's.

There is plenty of interest in this critical usability improvement spread across multiple tickets. Stop embarassing Atlassian and fix it, please.
@JIRA How can you even remove feature like this?? The editor is quite unusable for tasks with longer descriptions. When developing new versions, you should add new features and not remove them!
Absolutely agree with Anita, please, bring back the toolbar on scroll and put it in the right place for good.
For us it is also very user unfriendly, to have this toolbar not always available.
Continuously the user needs to scroll up and down.
Again a big loss of functionality with the new editor.
