Sometimes issues with attachments fail to load in the New Issue View:

We couldn't connect to that issue
Make sure that this issue actually exists in that project. If it does, try again in a few minutes. If you still can't link to the issue, contact your JIRA admin.

Steps to Reproduce

1. Open a ticket in the New Issue View 

Expected Results

View the issue details

Actual Results

We couldn't connect to that issue

Workaround

1. Turn off the Issue Detail View Labs feature in the User Profile
OR
2. Open ticket in old issue view, delete/add attachments back
