      Summary

      Non-English subject in mail notification is garbled in some mail client.

      Steps to Reproduce

      1. Go to Personal settings > Notifications of your changes and select Notify me
      2. Create an issue with Japanese summary
      3. You should receive the mail notification
      4. Open the mail file with an editor

      Expected Results

      The Japanese text should be encoded as follows.

      Subject: =?utf-8?b?=5BJIRA=5D=20=28TEST=2D1=29=20=E3=83=86=E3=82=B9=E3=83=88?=
      

      Actual Results

      The original Japanese text itself is contained in the subject.

      Notes

      Subject in mail notifications which came from Confluence are encoded as expected.

      Workaround

      There is no workaround.
