Summary:

Adding a large comment ( ~30 lines) in the new issue view makes the comment be displayed in front of all content.

Steps to reproduce:

( Note: It may or may not be reproduced )

1. go to full issue view and click to add a new comment
2. create a big comment (~30 lines) until the editor text are takes up almost the whole viewport height
3. scroll the issue view up and down

Expected behaviour:

Comment would collapse or scroll down so users can see previous comments and description.

Actual behaviour:

Comment sticks in place and prevents the user from seeing pretty much anything else from the issue view.
