"Build a new app" option under manage apps gives a 404 error

The "Build a new app" option under Manage Apps leads to a dead link.

Steps to Reproduce

1. Got to Jira Settings->Apps->Manage Apps
2. Click on the "Build a new app" option.

Expected Results

The user gets redirected to the respective page where he can build or have more information to create a new Jira app.

Actual Results 

It gets redirected to a dead link.

Customers can visit the page linked from "build a new app" directly by pasting this URL in the browser:
