Issue Summary

Attachments do not import if project keys do not respect the default project key pattern

Environment

• Jira Server to Jira Cloud migration

Steps to Reproduce

1. On Jira Server, have projects with a keys outside of the following default pattern: [A-Z][A-Z0-9]+ (Example, 111-000001)
2. Export a Server backup
3. Import backup in to Cloud
4. Create ZIP archive of /data/attachments/ directory from Server instance
5. Use 'Import Attachments' function to import the Jira attachments

Expected Results

Attachments are imported successfully

Actual Results

Attachments do not load, no errors shown in logs

Workaround

The project keys will need to be updated to respect the default project key pattern as well as update the attachment directories with the new project and issue keys
