Summary

People field in next-gen does does not browse user in issue view

Steps to Reproduce

1. Add people field to the primary fields in next-gen
2. Go to issue view and browse users. It says "No matches found"
   
3. The field works properly in the create screen

Expected Results

The field should browse user and populate the field.

Actual Results

The field does not browse user and populates the field.

Workaround

No Workaround.
