Issue Summary
If in the Server instance there's an external directory managing the users besides the Jira internal, the users will not be imported. Only the users in Jira internal directory.
Steps to Reproduce
- Create a Jira Server instance and integrate any External directory to manage the users, e.g. Crowd, AD
- Add users to this external directory and they will be properly created in Jira and they're associated with this external directory.
- Generate a backup of this Server instance and import into Cloud.
Expected Results
The users from both the internal and external directories would be imported into Cloud.
Actual Results
Only the users from the internal directory are imported.
The external directory is actually imported to Cloud's database, although as inactive, for example:

And the users are also imported to the database, however, they're all pointing to the external directory as they were in Server, and the users pointing to the external directory don't cause any effect to the instance as they do not even show up in the UI. It's most likely as they don't exist in the application.
Workaround
Migrate the users from the external directory to the internal directory in the Server instance prior to migrating.
