Summary

opsbar-sequence property doesn't sequence transitions in corrent order in new issue view.

Steps to Reproduce

1. Go to product access > Click on any one of the system users (Slack, Sketch etc)
2. It redirects to "Users"
3. Clicking on normal users opens the details which contain products access' and groups the user is associated with

Expected Results

The details page should open as on ADG2 showing the products the system users have access to.

Actual Results

Clicking on any one of the system users (Slack, Sketch etc) under product access redirects to "Users"
