Summary

In Jira new issue view, when a user is @mentioned, suggest users list contains duplicate entries. It happens with different users randomly. This creates confusion for the user which entry to select.

Steps to reproduce

1. Create the comment button
2. Try @mention different users
3. Any random user would show multiple times in the list

Expected behavior

Users who are being mentioned should appear only once

Actual behavior

Username appears multiple times.
