REST endpoint to suggest users for JQL does not return account IDs

With Jira's improvements to user privacy, it is expected that the JQL autocomplete data will return the correct accountId values for the users it suggests. Currently it does not do that.

It returns a "value" attribute which is always the user name. There is no way to get the accountId.
