Currently, there's no option for JIRA Cloud to disable JIRA Mobile App for that instance.

Suggested Solution

Provide option for administrator to disable the JIRA Mobile App.

Workaround

With Atlassian Guard (formerly Atlassian Access), the organization admin can delegate authentication to IdP such as Azure AD and Okta. You may configure the Mobile Device Management (MDM) provided by the IdP.

• Azure Active Directory integration with MDM - Windows Client Management
