Admin information on Jira data storage usage in cloud

Problem Definition

In Jira cloud, database access is restricted from administrators. There are storage limit policies that needs to be met but the information on storage usage is not readily available to administrators

Suggested Solution

Expose the following storage usage information to Jira administrators.

• Total Database Size
• Total Attachment Size
• Project Specific Database Size
• Project Specific Attachment Size
