Summary

Use the new issue view and have an app that has web panels or the new jiraIssueContents

1. Create a new issue.
2. Go to the issue page.
3. Wait 5-15 mins or more.
4. Select the app's webpanel to be displayed.
5. Error is displayed, see attached video: unauthorized-demo.mp4

Vendor notes:

We believe the reason for this is that the JWT token that is used to communicate with the app is generated when the issue page is finished loading and it only lasts 3 mins, this is fine for web panels that are already in the issue page, but for web panels that the client chooses to add after the 3mins have passed the error is displayed and the client is forced to refresh the page.
This is causing our clients to receive many errors since in the new issue view every time a new issue is created they have to add the web panels all over again, we consider this to be a bug as well.

This error was already happening before the new issue view was implemented and it also happens on other occasions.
