New issue detail view: cannot view attachment details

Summary

The new "Issue detail view" doesn't load the attachment details when holding the cursor over the attachment.

Steps to Reproduce

1. Navigate to the appropriate board
2. Select an issue and in the "Attachments" field the details won't load

Expected Results

• Attachments details displayed correctly
  

Actual Results

• No details are displayed
  

Workaround

• Navigate to your profile(https://<instance_name>.atlassian.net/secure/ViewProfile.jspa) and disable "Issue detail view"; this is a per-user setting(each end user will need to make this change themselves)
