Problem Definition

The new layout for the Create Issue screen in JIRA includes the Import Issues button by default.

Suggested Solution

Allow the admin of the site to enable or disable the button in the Create Issue screen

Why this is important

• Admins do not want every user to have the ability to import issues by default
• No actual need for users who are not involved in any form of importing issues to a specific project
