Ability to set "Configure Field" feature in screen based on Issue Type

      Problem Definition

      Currently, the "Configure Field" feature will set for any screen. For example , if it set at "Create Issue" screen for certain project and issue type , the configuration will be the same for others too.

      Suggested Solution

      Provide option to set the "Configure field" based on project/issue type.

      Why this is important

      Make the interface more user friendly. The user don't need to change it everytime they create a different issue.
