In the new issue view, the formatting bar is visible even if the field is using the Default Text Renderer

Summary

In the new issue view, the formatting should not be displayed if the field is using the Default Text Renderer

Steps to Reproduce

1. Have the new Jira issue view enabled.
2. Configure a field (i.e. Description) to use the Default Text Renderer instead of Wiki Style Renderer
3. Start typing on the field.

Expected Results

If the field is using the default text renderer, the formatting box should not be visible, neither should apply any formatting.

Actual Results

While the field is being edited, the formatting like bullet points or bold/italic is automatically applied.

When this report was created (2018), the behavior was that once you saved the changes, the field would appear without formatting (which is expected)

The behavior as of September 21, 2022 is the style is always applied and it is no longer possible to disable the text formatting tools by selecting a Default Text renderer in the field configuration, at least for system fields like Description.
