Summary

When an app's web panel content reached a point where you need to scroll it, it's not possible for New Issue page/glance. See screenshot

Steps to reproduce

1. Install any app that allows adding content to the Glance module, e.g. Issue Checklist
2. Open New Issue View page/dialog and next open the app Glance panel
3. Add as much content as necessary to overfill the vertical space (e.g., add many checklist items in case of Issue Checklist app).
4. Notice that you cannot scroll the glance panel even if its content does not fit into the page.
