Problem Definition

It is currently not possible to have a validator where a transition is only possible after the issue has been in a status for a certain period of time. This can be useful for time sensitive situations (for example, escalating an incident to a developer after it has not been worked on for some time)

Have a transition validator that only allows transitions once an issue has been in a certain status for a period of time
