Summary

You aren''t able to create new projects. The Create Project button appears for a few seconds and then disappears when loading the Project Administration page.

Steps to Reproduce

1. Visit Project Administration page:
   https://<instance>.atlassian.net/secure/project/ViewProjects.jspa
2. When browser is loading you'll see the Create Project button disappear.
   

   Expected Results

The Create Button  should stay visible and you should be able to proceed to create new projects

Actual Results

The Create Button  seems to load for a few seconds and then it disappears.  

Workarounds

• We need to temporarily tweak Browse Projects Permission at Permission Scheme to include relevant User Groups
• In most normal scenarios , the following should work
  • Browse to https://<instance>.atlassian.net/secure/admin/ViewPermissionSchemes.jspa
  • Go to Default Permission  Scheme and Click  "Permissions" under Actions 
  • Edit Browse Projects Permission
  • Grant Permission to Group "Anyone"
