Allow custom outgoing mail handlers in Cloud

Problem Definition

At the moment it is not possible to create custom outgoing mail handlers as it is part of the Cloud Restricted Functions mentioned here:

This is a hassle for customers who would like to change the email that is sending notification emails from JIRA.
