Problem description:

• Webhooks that are triggered by Workflow post functions are not fired if the Webhook uses JQL to filter which issues trigger them.

How to reproduce:

1. Create a webhook and define a JQL for it
   
   
2. Add a post function to any workflow transition to fire the webhook
3. Create an issue and run the transition where the post function was added

Expected result:

• Webhook will be triggered

Actual result:

• Webhook never receives the event

Workaround:

• Remove the JQL defined for the webhook
