Forward email on Incoming Mail Handler doesn't work if default reporter is set

      Summary

      The forward email function in JIRA Incoming Mail handler is used to report on emails that failed to turn into issues, however; when there is a default reporter set, no forward emails are sent out.

      Environment

      • Jira Cloud

      Steps to Reproduce

      1. Set Default Reporter on Incoming Mail Handler
      2. Set Create Users = False
      3. Set Forward Email
      4. Send email from an email that isn't a member of the instance

      Expected Results

      Email sent to forward email saying the message can't be processed

      Actual Results

      No email is sent to forward email

      Workaround

      Remove Default Reporter
