Problem Description

When an attachment import fails, it fails silently and customer would not be aware until they check the attachments on issues or inspect the element on developer console.

Steps to Replicate

1. Navigate to Jira Import Wizard (Systems > Restore system)
2. Upload an invalid attachment zip file
3. Check the status after migration

Expected Result

Importer will throw error where the file is invalid or not following the structure that is allowed.

Actual Result

It shows no message or state the import completed successfully. Further inspecting element, enable persist logs, able to get a response where there is an issue with the zip file.

Impact

This actually becomes an issue if customer has a big attachment backup and it would take a long time to retry, not knowing what could have failed it.
