Ability to choose which notifications I want to receive

Summary

Currently, it is not possible to choose which notifications a single user wants to receive without affecting the other ones in the project, since it requires editions in the notification scheme.

Suggestion

Allow users to choose which notifications they want to receive. Perhaps this could be an ability granted via a Global permission, or just for Jira administrators.
