Jira outgoing notifications are not working

Notifications that are sent from Jira are not delivered.

Steps to Reproduce

1. Update Jira issue, make sure that email notification about the change should be sent

Expected Results

Email notifications should be delivered

Actual Results

Email notification is not delivered
