As an admin I want the ability to easily wipe all data from my Jira instance

Problem Definition

At this time there's no simple way for an admin to wipe their Jira Cloud instance if they want a fresh instance

Suggested Solution

Provide a function in Jira that will easily wipe all data if the admin desires to do so

Why this is important

Admins may have set up a Cloud instance for testing purposes and want to start over whenever they begin using it for their production environment and have no quick and easy way to do this
